The park's 42-acre lake was constructed by the Civilian Conservation Corps (CCC) during the Great Depression.
Many of the park's current buildings and original stone structures were built by the CCC between 1933 and 1941.
The park is situated at the base of Cove Mountain and Tuscarora Mountain, creating a natural wind tunnel effect.
The lake is managed as a cold-water fishery and is stocked regularly by the Pennsylvania Fish and Boat Commission.
The Standing Stone Trail passing through the park spans 84 miles from Cowans Gap to the Greenwood Furnace State Park.
The park's name originates from an early pioneer named John Cowan who settled in the valley in the 18th century.
