Municipal Park Roberto Mario Santini, locally known as Emissário Submarino, is a landmark recreational space situated at the edge of José Menino beach in Santos. The park is distinguished by its 1.2-kilometer promenade that extends into the ocean, offering panoramic views of the coastline. It serves as a hub for extreme sports, featuring a professional-grade skate park designed by world-renowned skater Bob Burnquist. The park includes a dedicated play area for children and a significant public art installation by Tomie Ohtake. It is built atop the structure of the city's submarine sewage outfall system, which was modernized to discharge waste further offshore. Visitors frequently use the space for surfing due to the consistent wave conditions created by the pier's structure. The grounds are fully paved, providing an accessible pathway for pedestrians, cyclists, and rollerbladers. It functions as an open-air leisure complex with proximity to the border of the neighboring city, São Vicente.

Visit during low tide if you intend to explore the rock formations near the base of the pier.
Keep a firm grip on mobile devices and cameras as the ocean winds on the pier can be surprisingly strong.
Attempting to swim near the discharge pipe area or jumping from the pier structure into the water.
Casual beach attire is acceptable, though athletic footwear is recommended for navigating the expansive paved areas.
