The facility was designed by architect Richard Dattner and opened in 1993 to fulfill a long-standing promise to the local community. A continuous promenade runs along the western edge, offering a dedicated path for walking, jogging, and cycling. The park is managed by the New York State Office of Parks, Recreation and Historic Preservation.
