Overview

Panga Cliff is the highest coastal cliff in Estonia and the Baltic islands, rising to a maximum height of 21.3 meters above the Baltic Sea. The cliff face stretches for approximately 2.5 kilometers along the northern coast of Saaremaa. It is composed of Silurian-age limestone and dolomite layers formed roughly 430 million years ago. A natural limestone plateau extends from the cliff top, offering unobstructed views of the sea. The site features an ancient sacrificial site where residents historically offered gifts to the sea to ensure good fishing and safe weather. Erosion has created unique wave-cut notches at the base of the cliff wall. The surrounding area is part of the Panga Landscape Reserve, protected for its geological and botanical significance. The cliff serves as a natural lookout point for migratory bird observation.
